My point was that just because he ran away from (plain-clothes) police and over the ticket barrier, there is no reason to assume he was being foolhardy. We do not know details of what exactly happened or what may have been going through his mind. However you seemed to be saying in your post that, regardless of the circumstances, it was his own fault that he was shot and that no changes to police procedure need be considered. |

If he thought that the people chasing him were intent on harming him he could have sought protection from uniformed police officers at the entrance to the station. |
