Do we have an administrator or moderator and if so, can that person
please do something about the constant abusive topics we seem to have
these days? It's embrarassing to scroll through the topics on screen
during my lunchtime at work.

If there is no admin, could someone volunteer? I am happy to do it
myself.

As others have said, there is not (and will never be) a moderator for
this group.
Only options you have are to Killfile the subjects/posters or, you
could try complaining about the posters to their respective Internet
providers, however, this last action will unlikely make much different
unless they are possibly posting using a school/uni/work id/server.

In my experience, most of the delinquent posters who insist on
crossposting utl have verizon.net as their ISP, who appear to take no
notice of complaints about their users. If you've got the time though,
you could try bombarding them with complaints. Unfortunately the
originator of most of the crossposting keeps changing his apparent
address in order to defeat killfiles.

Although setting up a Delete rule on 'From' or 'Subject' manages to catch
most of the postings, since they are predominantly on the same subject and
he doesn't tend to change his name that much.
