Default Hot weather precautions

Delays on the district line today were being blamed on "hot weather
precautions" by the station announcements.

What precautions are these? I've never heard of them as a cause of
delay before.

In case the wrong type of heat gives rise to a condition where LUG
might be sued?

Speed restrictions have had to be imposed because the rails have not
been pre-stressed to allow them to expand safely as temperatures rise.

Failure by Metronet to carry out precautions was the actual cause. See
the thread entitled
Peter Hendy: Metronet "have messed up big time".
