"Before the final decision on funding is made, more work needs to be
done on the project to improve the robustness of the plans and cost
estimates, and to maintain the opportunity of delivering the project to
the planned timetable. Therefore my rt Hon Friend the Secretary of State
for Transport has written to Network Rail today authorising £30m funding
for project planning and design development."

(well, it sometimes works)

Really? Is it not just that you're using a newsreader which doesn't have
uncouth line-breaking behaviour? For instance, how's this:

http://www.dft.gov.uk/stellent/group...ys_614009.hcsp

And is this:

http://www.dft.gov.uk/stellent/groups/dft_railways/documents/page/dft_railways_614009.hcsp

Really any better?

So - do we think they're actually trying to move this thing forward, or
are they spending £30 million purely as a further delaying tactic?
