So - do we think they're actually trying to move this thing forward, or
are they spending £30 million purely as a further delaying tactic?

The latter. The 2012 Olympics will sink it. Any guesses what the estimated
cost of that lot will be when the Thameslink financing decision is due -
£10bn? £15bn?

Yet the statement says:

"This will enable a more informed decision to be made regarding the case
for funding the implementation of the project in summer 2007. It also
safeguards the opportunity to deliver the first set of outputs of the
Thameslink modernisation scheme by December 2011. This funding is being
granted without prejudice to the final decision on the funding of the
scheme"

I suspect that it is not possible for Treasury to make full announcement
at this time, but that decision has been taken in principle.

So what is "first set of outputs"?

New rolling stock?
Connection of KX lines?
Improved signalling to allow more trains?
Upgraded power supplies?
Improvements at outer suburban stations?

New rolling stock could relieve overcrowding by allowing Capital Connect
to run more 8 car trains (with extra power supplies?)
Connection of KX lines word make proposed KX Works easier by allowing
platforms to be OOU

ISTR that the first set of outputs is the platform lengthening, with
the second set of outputs being the flyover at Borough and the
rebuilding of London Bridge.

New rolling stock could relieve overcrowding by allowing Capital Connect
to run more 8 car trains (with extra power supplies?)


At some point before very long, SN will be bludgeoned into giving up
their remaining 319s, and FCC will switch some GN services to diesel to
free up electric stock for TL. This should make TL 8-car-able.

No, because there isn't the capacity on the TL lines south of
Blackfriars to run any more trains than at present.
