can't see any other route for North-South.

There are plenty of routes to the west, for example:

West Carriage Drive (Hyde Park)
or Kensington Church Street
or Holland Road / Addison Road (A3220 West Cross Route)

This diversion exemption is rarely used. When Scrubs Lane was closed
"by an incident" (guns) recently, buses did divert off the Harrow Rd
via Ladbroke Grove and out North Pole Rd. The rest of traffic was left
to its own wits and not diverted into the Ken-zone leading to many bad
jams. Also, the record for the first such diversion from Tower Bridge
was poor: all diverted drivers were automatically ticketed and had to
fight for the supposed diversion exemption. Methinks it all sucks,
there's no official effort by the looks of it to cater for such
situations.

Compare with the system in Oslo.. NOK20 per entry = GBP2 give or take,
and local employment at the toll gates. I think I know which system I
prefer.
