Presumably in case it was some sort of dirty/chemical/bio bomb they
want to prevent anyone getting contaminated.

Or just because a big bomb causes damage (and thus injury) quite a
long way away. When the Manchester bomb went off, I was standing
outside the Harley-Davidson garage at Deansgate station, a long way
from the bomb, but the window of said garage still deformed in a
rather scary fashion.

I did note on Friday that the police weren't going into buildings and
evacuating them in all of the Fleet Street cordon (as I ended up
inside it), they were just letting them leave their offices as normal
but not go back. This suggests a precautionary approach as you say.
There also appeared to be two cordons - I was between the inner and
outer.
