Default GOBLIN station staffing

I am under the impression that the stations on the Gospel Oak to
Barking line won't have staff permanently based at any of them -
instead there will be roving staff who'll travel up and down this
line, alighting at stations etc. I guess that on occasions there will
be ticket checks at these stations as well as onboard GOBLIN trains.

If you take a look at page 6 (PDF page 8) of the Board papers of the
TfL board meeting of June[1], you'll see this in the minutes of the
previous meeting:

Ian Brown [Managing Director, London Rail] also confirmed that TfL
would require the franchisee to have staff based at all stations,
supported by added security staff on the Gospel Oak - Barking line. A
request from the Mayor had been included in the Overground Concession
that staff, with security support, must be available at the stations
at all times, during service hours.

The Chair said that TfL should look at erecting buildings at the
stations to
accommodate staff. Ian Brown confirmed that there is a programme to
install
waiting rooms and facilities for staff at stations.

Read literally it would suggest that each and every London Overground
station will indeed be staffed when trains are running. However, I
think that with a bit of deciphering, and in the context of GOBLIN, it
actually means that GOBLIN stations will have a roving staff presence
as opposed to a permanent one - but may well have shelter facilities
at these stations.

Additionally you might like to note this on page 9 (PDF page 11)
regarding security and policing:
