So given the choice of inconveniencing a tiny number of people (wheelchair users unable to use that bus if it remains in service until the end of the day before being fixed overnight) versus inconveniencing a huge number of people (that is, everyone unable to use a bus that isn't in service) they've chosen to inconvenience everyone.
