I don't think it is actually, either for French citizens/residents or
for visiting foreigners.


I know someone who was hauled to the police station (for going shopping
in FR without ID). It may be a second order thing like "you have to be
able to prove who you are" (it's like that in NL). ID is one of the few
ways to do this.
