Thameslink NGEMU procurement - now in motion
I suspect that they are thinking of a hybrid arrangement with batteries or super capacitors, as have been proposed for light rail schemes to avoid wiring up historic city squares. the original artists' impressions of Manchester Metrolink, and I think from ageing memory Leeds supertram, showed no wires, which is a far cheaper way of avoiding complaints!
