Default Signal failure on the central line?

What about the starter signals at stations? They are a bit differrent from
conventional LU signals, however, in that they show three aspects.

Green: All trains proceed

Lunar white: All ATO coded trains proceed.

Red: All trains stop.

Same situation on Victoria line trains, although it appears that this system
is being replaced.
