Default Parking Tickets - Camden

Hi All.

Does anyone know the deal for what happens if I came out of a shop today in
Belsize Village (Lon B of Camden) to find a traffic warden in the process of
writing a ticket, but who was unable to give it to me before I drove off. I
believe that to be valid they have to give it to you, or stick it on the
car, but if I were him I'd just lob it on the floor after I went, and then
say he put it on the car etc.

Interested to hear any advice. Googling was inconclusive... hoping the
esteemed members of uk.t.l can do better :-)

The way it works here is if they wrote down your Vehicle Id Number or
license plate number, the VEHICLE has been ticketed. It just goes into
the computer and bingo your vehicle is 'listed'!

Also, there is a possible, 'resisting an officer' or 'reckless
driving' to follow, depending on how unhappy the traffic warden was.

Or at least that's one way this can be played!

Correct, assuming that the OP is referring to a local authority parking attendant
rather than a traffic warden.

There are also certain circumstances (covered in later legislation) where they
can send the PCN through the post to the keeper, and some of this legislation
applies in London only, and curiously not in all boroughs.

In this case, it would seem that the PCN wasn't correctly served, and no penalty
charge is due. However, if the PA's notebook records that he did attach the
PCN to the car, Camden are unlikely to cancel it and you will have to convince
the Adjudicator that your version of events is the correct one. You won't be able
to find out what the PA's notebook says until you appeal.
