Default London Blunderground triumphs during the Olympics

And despite all the anti-TfL ranting in this
thread, this was not in any way caused by TfL.

Who then please was responsible for the decision and for it being
communicated so late? (TfL were in the frame in all the reports I saw,
and I have seen no statement from an official source other than that
from TfL - see eg
http://www.tfl.gov.uk/corporate/medi...tre/25135.aspx)
