Aren't all existing motorway limits 'mandatory'? They are not, in
general, enforced particularly well.

It's often said that the ones on rectangular signs in the central
reservation are merely advisory.

Not just "often said", but in the Highway Code (page 102, "Temporary
maximum speed advised").

The mandatory variable speed limit signs with the red ring are covered
by rule 261.

Funnily enough, a couple of hours after posting I drove that section
of the M1 southbound on my way to Wembley. The traffic was beginning
to bunch but the lights over the lanes hadn't been turned on, so it
was just the usual 3 lanes and hard shoulder.

I read recently that, on the original managed motorways trial section
on the M42, accidents involving injury had dropped by more than half.
I was a sceptic when it was first proposed but it does seem to be
working extremely well.

Yes, same here. I had thought it was just a cynical way of widening
motorways on the cheap that would lead to more deaths, but it seems I
was wrong.
