According to TfL's Single Fare Finder, I can get a railcard discount only
outside peak hours, quoted as from 0630 to 0930 and from 1600 to 1900.

Yet my journey history for yesterday clearly shows journey details as: 16:02
- 16:19 Waterloo [London Underground / National Rail] to Liverpool Street
[London Underground] charged at £1.40.

Anyone here understand why?

into peak times, presumably to allow for small errors in the system clock.

Is it to allow for walking time from the barrier to the platform
train, and waiting time for the train to arrive?

That was the only rational explanation I could think of. I thought as I came
out of my meeting in Smith Square that there was no way I could get into the
tube before 4 so got a 507 bus (free to me) to Waterloo. I touched in
somewhere in the bowels of Waterloo on my way to the W&C platform.
