Apart from when they're closed for engineering work, presumably?

"Ticket offices will remain closed at Cannon Street on Saturdays and at
Temple on Sundays but passengers will be able to purchase tickets from the
machines situated on station concourses. "

Terrific! That will help avoid fraudulent travel, then.

The opening of Temple is long overdue, providing as it does pretty
convenient access for Covent Garden, whose own tube station can become
very overcrowded even on Sundays.

"machines situated on station concourses ": the last time I visited
Temple Station, the machine was on at the station entrance near the
ticket office, not on the platforms, which is what, I suspect, you
thought they meant.

I think he assumed the stations would be unstaffed and the ticket
gates left open...

Or as lightly staffed as most stations with unstaffed ticket offices are.

Being Section 12 underground stations, they can't actually be opened
without staff.

What's a section twelve station?

Fire safety in underground stations (both TfL and NR)
is covered by the snappily titled Fire Precautions
(Sub Surface Railway Stations) Regulations 1989,
which specifies that 2 or more members of staff
should always be present when an underground
station is open to the public. They are referred
to as the "section 12" regulations because of the
section of the Fire Precautions Act 1971 under
which they were made.
