Default Traffic wardens


I spotted a parking enforcement chap in a fast food joint, who had a stack
of 50 or so parking tickets (the tickets that we buy from machines, not the
ones which they issue to illegal parkers). Presumably he is involved in some
fraud, but I can't figure out the nature of the fraud.

Do they have to test the meters, either on a regular basis or if a
motorist has left a note to say the meter is out of order? If so, he
would have needed the tickets in order to claim reimbursement for the
coins he used to test the meters.
