Erm, isn't that exactly what they're doing with the DLR? It will go
from Stratford LL (from what are currently the NLL platforms, right
next to the Jubilee) to Stratford International.

At the time there was no plan to truncate the NLL at Stratford, so the
existing hole under the GEML, now used by the NLL and to be used by the DLR,
would not have been available for the JLE. The JLE would have needed a new
tunnelled route under the GEML, with underground stations at Stratford
Regional and Stratford International.

The closure order for Stratford-North Woolwich hinged on reusing the
trackbed/platforms for the frequent direct replacement service between
the two the DLR would offer. If the plan was simply to close the whole
branch to commandeer one bridge, it wouldn't have been granted. Thus
the DLR between Stratford and City Airport is a pre-requisite of any
scheme using the Stratford Low Level bridge.

The only other scheme that would tick all the boxes would be building
the DLR link to Stratford but sending the Jubilee onwards to Stratford
International. This would have meant a very awkward layout for both
services at Stratford, and a much more expensive station at Stratford
International.

You've also got to remember that the DLR will link Stratford
International to many more deprived places in East London, while the
Jubilee fairly quickly heads off to Central London, which is already
served by St Pancras.

How much regular use are people from said deprived areas going to make
of CTRL-DS services to Kent, compared with Kent inhabitants travelling
to Canary Wharf?

To the Lewisham branch will be up onto the mezzanine (escalator or
lift) and across to the existing station (shallow ramp). To the
Jubilee will be up the same way to the mezzanine and down (lift or
stairs). The only level interchange will be in the other direction
from Jubilee to northbound DLR International, although there may be a
long trek around the end of the buffer stops. I can't remember if
they're providing a footbridge further south.

Southbound DLR will arrive just about where the NLL line arrives now. So it
will be up to the mezzanine level and either down again to the Jubilee or
along a bit to the current DLR platforms (those that opened last year).

The best interchange will be a northbound one from the Jubilee to the DLR
Stratford Int service.
