Default Waterloo upgrade

NR's press release on the Waterloo upgrade (reopening platforms 20-24,
lengthening 1-4). A snip at £800m. Should be complete by the end of 2018.

November 2007. So the e* Waterloo platforms will have been largely out of
use for over 11 years.

There's also been some limited use of platform 20, via pl 19.

Astonishing. I thought there was a major capacity problem at
Waterloo and on the lines approaching it. Is that not the main
justification for changing the Hackney/Chelsea line concept into
Crossrail 2?
