whom operate different parking restrictions?

Yes - the south side is in Westminster.

However, the restrictions seem to be the same, i.e. Mon-Sat 0830-1830, 2
hours limit. The rates are different though: Camden £4.80/hour, minimum
40p; Westminster £4.00/hour, minimum 10p (which gives you 90 seconds
parking!).
