Default Oyster Card Users - info on incomplete journeys

I'm not sure where you saw that, but the official word is November
2006. Also, this is from london.gov.uk - "A £4 charge for Oyster pay
as you go users who do not touch in and out at the start and end of
their journey will be introduced in November 2006"
