Yes, very much so - for example, Barclays have been issuing their debit (and
credit) cards with Visa payWave as standard for some time now:

Barclays are very much the pioneers here - in May they said their cards
(both debit and credit) represented 85% of all contactless cards in the UK:

Might depend on where you live - e.g. Lloyds TSB are now issuing contactless
cards as standard to all customers within the M25, but they're available on
request if you reside elsewhe

Are there actually places where you can use them contactlessly? All
mine does is interfere with my Oyster card. It would have been nice if
Barclays had warned of this.

My "Oyster" is actually a Freedom Pass, so that option isn't available
to me, even if I wanted it.

I think there had been a long term desire to upgrade the Brighton Line
service to London Bridge, but there was no spare rolling stock available.
Thameslink resolved this with brand new trains that the commuters hated from
the start (they still do), and released some units for the newly electrified
East Grinstead line.
