rest of journey snipped

10:18 arrival at Blackheath

Actually it's 10:37 arrival at Blackheath. (10:18 is arrival at London
Bridge)

Your chosen starting point is evidently a bus stop on the No. 3 route,
and is 8 minutes' (default speed) walk from Gipsy Hill station. For
some reason the Journey Planner is reluctant to offer a walk+trains
solution. Even if you exclude buses, it doesn't manage to find such a
route.

Starting at 09:19 from your bus stop, a walk + 3 trains would give an
arrival at 10:07, or a walk + 2 trains at 10:18.

Yeah, it looks like you're right. I'd assumed that "Gipsy Hill (SE19)"
referred to the road; possibly at the midpoint along the road, such as
somewhere near the station or the No.322 bus stop. Instead it seems to be
referring to the No.3 bus stop at the Paxton Green roundabout, not even on
Gipsy Hill at all. Very misleading.

Maybe they should change that option to something less confusing like
"Paxton Green/Gipsy Hill (SE19)". Who's responsible for the TfL journey
planner? How should I contact them and ask them to change it?

It's chosen a bus stop because you left the Location Type set to the
default of "Station or Stop". If you want to specify an address, set
the Location Type to "Address", and enter "Gipsy Hill", and it will then
offer you various locations, mostly road junctions, along Gipsy Hill.
Alternatively you can enter an actual house address, such as "23 Gipsy
Hill".

Maybe they should change that option to something less confusing
like "Paxton Green/Gipsy Hill (SE19)".

The bus stop name should correspond to the name on the bus stop itself,
possibly with the addition of a postcode.

Who's responsible for the TfL journey planner? How should I contact
them and ask them to change it?

If the bus stop name is wrong, you can use the online feedback form at
http://www.tfl.gov.uk/tfl/contact_form.shtml or send an e-mail marked

You can specify, though, whether your starting point is a bus stop or
station, or a road, or even a postcode. It sounds to me as though you
didn't give the journey planner enough information!

Why not get the no.3 to Crystal Palace then a 202 to Blackheath?
