I think this began when a railcard discounted travelcard was subject to a
"minimum fare" and so you didn't get the full third off.

As a third off a 1-D travelcard was less than the minimum fare LU ticket
offices issued them rather than 1-6 which would have been the same,
minimum, price.

At some point, as the price of the all zone travelcard increased but the
minimum fare didn't, a third off a 1-D was more than the minimum fare so LU
started to issue both discounted 1-D and 1-6, at different prices.
