Thanks for the information. I believe there is also an exception for vehicles that are delivering / working in the royal parks. I believe that there's a time restriction on that (as perhaps you'd expect). Strangely enough taxis are not allowed to 'ply for hire' (i.e. stand with the light on) but can pick up if hailed ! Such are the rules of the Royal Parks Act 1977. A copy of those is posted at many entrances and can provide unintentional hilarity sometimes.
